Research On Open Zhoushan City Publicizing Governmental Information

With the May1,2008"people’s Republic of China Information Disclosure Regulations" the promulgation implementation, promoted by governments at all levels on the new historical course of government information disclosure work. This paper is mainly aimed at the analysis of Zhoushan City Hall information publicity to launch, study is based on field understanding, by the understanding of Zhoushan city in the information disclosure problems, analyzed the causes and existing problems, then puts forward some constructive countermeasures and suggestions, in order for Zhoushan City Hall information disclosure make some contribution.In Zhoushan city in the information disclosure problems are lack of understanding of the government and the public disclosure of government information;2, the voluntary disclosure of government information consciousness is not strong, evade the crucial point of the existing; the public participation is not strong for application for public work; the government information disclosure quality is not high, the lack of integration and synchronization; the examination and supervision of the disclosure of government information is not in place and other aspects of the problem. In this paper, through the analysis of the existing problems, referring to domestic and foreign advanced experiences in the following countermeasures are proposed:one is to enhance the government and the public understanding of government information publicity; the two is to improve the operating mechanism of government information open; three is to enhance the government information disclosure work of the sense of participation; four is to standardize government information disclosure and channels, improve information release coordination mechanism; five is to perfect the mechanism of government supervision of information disclosure.This paper is divided into five parts, the first part is the introduction, introduces the research background, research significance and research methods; the second part is the related concepts and theoretical foundation, the main research related to government information disclosure theory; the third part is the analysis of the present situation of Zhoushan City Hall information public, mainly to the Zhoushan City Hall information available the achievements and existing problems are analyzed; the fourth part is to the other regions at home and abroad of government information publicity system experience; the fifth part public presence in Zhoushan city information in the comments and suggestions.
