The Analysis On The Microcosmic Execution Of Public Policy Implementation

The implementation of public policy is the most practical and operational key course ofpublic policy, and also the fundamental way to solve policy problems and achieve policyobjectives. If there is no effective policy implementation, even the bes t policy options can onlybe on paper. American scholars, Allison believes that, in the process of achieving policyobjectives, the program can only determines10%of the function, while the remaining90%depends on effective implementation. The implementation of policy fundamentally determineswhether the policy issues can be resolved, whether policy options can be achieved, and thedegree and scope of resolving and achieving.However, the implementation of policy is an extremely complex social practice. I n theactual implementation process, various reasons can often lead to executive deviation whichsome by the macro aspects of science policy, co-ordinating the implementation of policies andinstitutions, mechanisms factors; also affected by the micro-level policy implementation body,the environment and other aspects affecting policy implementation. This paper argues thatmacro aspects of policy implementation fundamentally are decided by political and economicsystem of the state with relative stability, at the same time, for micro aspects of public policyimplementation, microscopic implementation of the results is more critical. Execution andinteraction not only affect the correctness and suitability of policy decisions, but also directlydetermine the effect of policy implementation.This paper first starts from concept policy execution using what have learned, from microaspects of policy implementation to analysis concept microscopic execution; then introducesthe theory characteristics of macro and micro level in the theoretical aspects; in practice, takes policy implementation of left-behind children in Suyu District for example, analysis theproblems in implementation, using the theory of microscopic executive to analysis, focuses onelaborating the impact lead by microscopic execution in implementation of public policy.Finally, from the paths of implementation policies for the left-behind children to analyze howto improve the execution of public policy, put forward the measures of enhancing theexecution of public policy, so as to implement spirit of18th CPC, and give advice to enhancegovernment’s credibility and build implementation capability.
