The Study On Executive Ability Of Chinese Local Government

China is a big country with a multiple levels of local government, the executive ability of local government is directly related to the central policy implementation. Its execution level directly reflects the government’s ruling ability, credibility, and the party and the government image in people mind which is the core issue of relationship between central and local authorities. Today, the common goal of public management is to establish efficient government, which requires reasonable division of labor between the central government and local government. Only the local government realized the highly efficient operation and give full play to the social management and public service functions, the central government can focus on the global issues. In the public management, there are many problems around the local government can’t be solved in a long time, such as lack of execution resources, lack of capacity, cultural loss and enforcement mechanism is not perfect. Lead to weakening the executive ability of local government, harder to achieve the goal of public policy. Therefore, how to improve local government executive ability has been an urgent problem in public administration field.The paper is divided into five sections.The first section is the introduction of the paper, put forward the research background and significance of this paper, overseas and domestic research status, the research ideas and methods of the paper.The second section introduces the basic connotation, the main contents and theoretical basis of the executive ability of the local government, System theory and Principal-agent theory.The third section analyzes the current status and problems of development of the local government executive ability:the executions which go after profits and avoid disadvantages, the executions which are mendacious and mindlessness, the executions which are mechanical rigidity, the executions which are violations of the law and discipline.The forth section sums up the deep reason of problems existing in local government executive ability:In the policy level, the primary coverage with the policy lacking scientific consideration; In the subject level, the executive agent’s comprehensive quality needs to be enhanced; In the operation level, the parties play the benefit game; In the institution level, there are many loopholes with the execution mechanism; In the environment level, the policy implementation lacking the backing support.And thus leads to the next chapter, advices of improving the executive ability of local government from six aspects:optimizing formulating mechanism of the policy to improve the quality of public policy; enhancing the human resources management to build an execution contingent of high quality talents; optimizing integration interest mechanism to coordinate the benefit relationship between policy subjects; carrying forward the construction of performance management system of the public policy execution, and enhancing the incentive mechanism and the preventive mechanisms; optimizing the monitoring mechanism of the executive ability of local government to increase the spur for execution; cultivating favorable policy execution environment and ahead-advancing the executive ability culture. Thesq measures lay heavy stress on institutional improvement, they will promote local government executive ability and improve work efficiency, provide theoretical basis and practical significance for the construction of a well-off society and efficient government organization.
