The government’s accountabilities are able to promote the local government’s executive ability. By contrasting the theories in China and West about the government’s accountabilities, we can develop and construct a system of local government’s accountabilities, keeps up with the times, adapts to the characteristics of China and the process of government’s execution. Then we can explore the roots of poor execution of local government about its accountabilities from the consciousness of accountability, the responsibility, the responsibility for results, the responsiveness. You can find being no attention to the consciousness of government accountability, incompatibility between the powers and duties, performance evaluation and accountability mechanism is not perfect, the result of the supervision mechanism is bad are the roots of the poor execution. Thus, we must find solutions to these problems to improve the government’s executive ability.Firstly, we must strengthen the consciousness of accountability to take a correct attitude towards realizing the functions of the government. Secondly, establishing a reasonable division of functions and powers of local government responsibilities and improving operational mechanism of local government are essential. Thirdly, we should establish and improve the government’s performance evaluation system to evaluate the results of government’s execution. Fourthly, make full use of the evaluation’s results and give the public official rewards or punishments to ensure that the government has done what should do to guide the local governments to perform reasonably. Fifthly, our government must be disclosed and subject oneself to be supervised by the masses to make sure that the government seeks the benefit for the people. These cover both subjective and objective accountabilities of the governments, not only pay attention to the process but the results of government’s execution, which is beneficial for the fulfill of government’s accountabilities, so as to enhance the local government’s execution orderly and effective.
