Yueyang city since the new rural construction began in2006, perfecting rural infrastructure, agricultural economy rapid development, the farmers’living standards continue to improve, however, in some places with poor health conditions, poor ecological environment, seriously affected the peasants happiness index. In early2012, yueyang municipal party committee, municipal government made the decision to carry out the beautiful countryside construction, this is the upgrade of the city’s new countryside construction, is promoting the construction of new countryside to the city.In this paper, from the perspective of the construction the beautiful countryside, research home and abroad related theories and comely policy implementation theory of rural construction, analyzed the United States, South Korea, and China’s sichuan province, chengdu, hangzhou city, zhejiang province, the beautiful countryside construction based on practice, by the combined structure in the form of interview, questionnaire on current yueyang city beautiful out the cause of the problems existing in the rural construction and its empirical study. Research altogether collected218valid questionnaires, including open questionnaire,50,168questionnaires tabular, with hundreds of grassroots cadres and farmers. Survey data analysis combined with the interview results show that the main in the present construction of yueyang city beautiful rural problems in five aspects:one is the beautiful countryside construction planning policy lag, municipal lack of leading the planning of commanding the whole situation, basic lack of segmental construction detailed planning;2it is the beautiful countryside construction of policy implementation to a serious shortage of resources, under the national project insufficient funds, local finance supporting insufficient funds;3it is the beautiful countryside policy enforcement agencies, poor coordination and cooperation between departments are difficult to work with in the allocation of project funding, department at work hard to create work functions, Four is the beautiful countryside construction policy implementation main body dynamics is insufficient, some farmers there/"etc, rely on, to\" thought, the minority cadres will not do the work of the masses; Five is the beautiful countryside construction policy implementation effect evaluation and weak supervision, legal system construction is not perfect, not enough scientific management method; And so on.
