A Research On Salamon's Theory Of The Relationship Between Government And Non-profit Organization

In the 1980 s,NPOs developed rapidly around the world and caused extensive attention of the public and scholars from all over the world.The NPOs in China was also emerging in this period,then grow up gradually and played an increasingly important role in providing social services,protecting the environment,promoting democracy and protecting human rights and so on.The relationship between the government and NPOs is becoming increasingly close.However,with the development of China,the relationship between them also exposes many problems,such as management level,responsibility,law and so on.Therefore,how to solve these problems and make the relationship more suitable for the social development have became an urgent topic.So,at the beginning of the 1990 s,Lester M.Salamon,an international expert and representative of government action and NPOs research has studied the NPOs in more than 40 countries and formed the theory about the relationship between government and NPOs.It has a great influence on academic circles both at home and abroad.Therefore,it is absolutely necessary how to construct a benign relationship between governments and NPOs and develop a thorough and comprehensive study on it.This article begins with the introduction.Firstly,the research background and significance,research status,research objectives and research contents are introduced.Secondly,it analysis the theoretical background and social background of the theory on its formation and state the criticism of the theory of traditional welfare state and NPO,Again,it clarifies the related concepts and classification of the theory,and then gives the theory of third party governance and voluntary failure.Finally,it describes the contributions and defects of this theory and point out the significance and enlightenment of the theory on the construction of the relationship between government and NPOs in China.
