| Since the reform and opening-up, profound changes have occurred incitizens’ thoughts and conceptions, as well as in public securitysituation. The long praised police-public relationship has been heavilyimpacted, and once become a hotspot of social attention.After entering the21stcentury, China has witnessed rapid developmentin economic and social fields. During this important transitional period,interest differentiation and social phenomena transition resulted in thederivation of vast social disputes and constant intensification ofcertain social conflicts..Under the circumstances of inadequate and incomplete managementsystem of the whole society, it is imperative for public security agenciesto rely on and mobilize the masses to reinforce social management, resolvedisputes and conflicts and enhance the relationship between the policeand the public.For the purpose of maintaining long-term social stability, infinitepublic power should be leveraged as a supplement to the limited policeforces. It is of great importance and profound practical significance toscientifically evaluate local police-public relationship and forge a newpattern of harmonious police-public relationship. The above-mentionedissues should not only be taken seriously by public security agencies atvarious levels, but also need to be aligned with the Party’s Mass LineEducational Practice, which is currently being carried out.The study of forging a harmonious police-public relationshipindicates that such relationship is usually influenced by the local Party-masses and cadre-masses relationships, as well as other socialrelationships. The public security agency, as an administrativeorganization, also has certain judicial functions; therefore, it isinfluenced by both the overall image of administrative agencies and thejudiciary authorities.In addition, the police-public relationship in East China, with itspartial and global differences, is not identical to those national-wide.Therefore, the above-mentioned factors might objectively result in acertain extent of biases and interferences when evaluating and forgingthe regional harmonious police-public relationship.The purpose of this paper is to summarize the recent-year successfulexperience of public security agencies in Wuxi through reinforcedmanagement of police forces, improved work style and efficiency, andactive involvement in the forging of a harmonious police-publicrelationship. The study places an emphasis on the connotation ofpolice-public relationship, the significant meaning of forging aharmonious police-public relationship and problems of currentpolice-public relationship. By means of the studying related literatureand implementing public management knowledge, this paper, based on thestatus quo of police-public relationship, presents methodology andapproach on how to forge a harmonious police-public relationship in Wuxiby identifying the macro, subjective, objective and externalenvironmental factors, which affect the forging of a harmoniouspolice-public relationship.The connotation of police-public relationship stands for the rightsand obligations formed while public security agencies and police carryingout all kinds of missions in preventing and fighting crimes within thescope of relevant laws. Wuxi has made meaningful explorations in forgingharmonious police-public relationship, which mainly manifests in improving the level of standardized law enforcement, reinforcing thequality of public service, building the image of Iron Force Team, forgingthe brand of Iron Force Team and enhancing the livelihood-oriented policeaffair capabilities. However, some problems still exist between policeand public, such as estranged and ignorant relationship in few areas,strained and confrontational relationship in particular areas, narrowedand stuffed channels of communication, etc. Therefore, we must stick tothe innovative guidelines of people-oriented and public-centered,reinforced mutual trust, mutual benefit and mutual care and encouragingpublic participation and positive interaction with the police, so as tobuild a Peaceful Wuxi with concerted effort. From the perspectives ofmacro, subjective, objective and external environment, this papersuggests that the harmonious police-public relationship can be upgradedto a new level by keeping channels of interest expression open, improvingthe police style and standardized law enforcement, directing the publicto enhance the sense of participation, as well as establishing thelong-term mechanism of police-public communication. |
