Harmonious society is the essential attribute of socialism with Chinese characteristics.Under the new situation, building a harmonious relationship between the public and the policeis the reflection of insisting the mass line, fully applying the Scientific Outlook onDevelopment and promoting the construction of a harmonious society, which is the goal andthe foothold of public security organs，the implementation of the law enforcement for thepeople and the basic requirement of practice for the people heart and soul. It is also thepromotion of the public security organs to adapt to the new situation and the objective needbuilding a peace ZhouKou. The development and stability of Zhoukou and the developmentof public security can’t live without the support of the masses of the people and theharmonious relationship between the police and the citizen. We have to grasp the basic theoryand the connotation of the harmonious relationship between the police and the people, takethe right view about the main factors which influencing the it in the current situation andfirmly establish a mass idea and service consciousness in order to strengthen the constructionof the relationship and maintain the social harmony and stability.In this paper, taking the theory of Marx and how to build a harmonious society as thebasic theory. Taking the Zhoukou public security as an object for study, analyzing the factorsthat influence the harmonious relationship through the deep analysis of current situation onthe relationship between public relations and harmonious community, an overview on thebasic theory of the relationship between the police and the people in Zhoukou, and putforward some concrete measures and ways on building harmonious relationship between thepolice and the people under the new situation. This paper consists of five chapters:The first chapter is introduction. Elaborating the source and the aim of this paper, andgiving a brief summary and comments on Chinese and foreign public relations and thedevelopment course under the present situation. Giving a brief description of the ideas andresearch methods of this paper.The second chapter is the basic theory and the significance of construction a harmoniousrelationship between the police and the people in the new period. This chapter mainly elaborates on the concept, the nature, the basic elements,the connotation,and thecharacteristic between the police and the people，and do a deep analyzing toward theresult.So that people can know and master the relations between the police and the peopleand the harmonious relationship between the police and the people. Besides, analysising thesignificance of building a harmonious relationship between the police and the people in thenew ear from three aspects.The third chapter is analysis the present situation of relationship between the police andthe people in Zhukov. Mainly do a accurate description on the economic development ofZhukov for it under the historical transformation period. Making a objective evaluation on theachievements that the police have made in building a harmonious community relations. Inaddition, putting forward the problems existing in Zhukov community relations. Such asgrass-roots work is not in place; criminal positioning inaccurate, resulting in the decline of thepeople satisfaction.The fourth chapter is mainly analysis the factors that affect the relationship between thepolice and the people in the new era. Including the analysis of the internal factors (policefactors, people factors); the objective factors and the social environment. Then find the realcause that affect the harmonious relationship between the police and the people in Zhukov.The fifth chapter is the concrete method and the way to construct the harmoniousrelationship between the police and the people under the new situation. For example making acomprehensive work on the masses, improving the service concept for masses, strengtheningthe service consciousness of the masses, change masses work style and the way. Furthermore,it also need improving the public security staff, the innovation of public security work,strengthen the public opinion, improving the credibility of the law enforcement to realize theharmonious coexistence between the police and the people.
