| China is a agriculture country since ancient times. So, agriculture, rural area and farmers have always been china’s fundamental issues, which not only related to the vital interests of the farmers but also to the stability and security of our nation. The efficient supply of public service is the key guarantee of nation security. Since entering the new century, with the rapid economic growth and a good developing trend, rural area has developed deadly and public service needs from farmers has increased rapidly. Farmers require tangible service as well as intangible service. Such as compulsory education service and rural social security service for farmers. Meeting the public needs of farmer has become an important issue of government or related department. Under the new situation, researching on rural area public service supply mode becomes more and more urgent.This paper, taking xianfeng county Hubei province as a case to study rural area public service, introduce synergetic theory with integrated use of normative and empirical method in order to build rural area public service supply mode based on synergetic-oriented.This paper includes five logical parts.The first part:Introduction. Firstly, this part describes the research purpose and significance; Secondly, it analyzes related research results both abroad and domestic. Then, it defines and explains two key concepts, namely, rural area public service and rural public service supply mode. Lastly, it clarifies the research method, the logical frame and the innovation purpose.The second part:rural public service supply research and synergetic theory: agreement character research. This part elaborates synergetic theory in details and introduces synergetic theory into research of rural area public service supply mode.The third part:rural public service supply investigation and analysis---take Hubei Xianfeng County as an object. Firstly, it looks into the current status of rural public service supply in Hubei Enshi Xianfeng County by releasing questionnaire and interview. Then according to the result of questionnaire and interview, it reviews the whole situation. Then it determines and analyses the fragmentation problem existing in rural public service supply and its result.The forth part:the measures exploring of synergetic-oriented rural public service supply mode construction. This part puts forward to build synergetic-oriented rural public service supply mode in the view of synergetic theory aiming at the problem and reason existing in rural public service supply. Then it summarizes the components and measurements of this supply mode.The fifth part:The conclusion. This part summarizes the results of the study and the deficiencies and makes prospect for future research of this topic.This article tries to innovate from three aspects:firstly, the innovation of research angle. This paper introduces synergetic theory into research of rural area public service and attempts to build rural area public service mode based on synergetic theory, which is relatively rare in domestic academia. Secondly, it is rare that this paper researches the rural public service supply with integrated use of normative and empirical method and takes Enshi Tujia and Miao autonomous prefecture as the case with the first hand materials gained by questionnaire and interview. Thirdly, the construction method is innovative. Due to the fragmentation problem of rural public service supply, this paper puts forward a synergetic-oriented construction method for rural area public service supply mode. Such as "forming collaborated supply multiple subject", "perfecting scientific decision for synergetic the supplying" etc., which has distinctive innovation and huge applicable value. |
