A Research On The Problems And Countermeasures Of Monitoring Network Public Opinion Of Basic Level Governments

With the rapid development of information technology, internet has become an important platform for the public to obtain public information and express personal opinion and attitude and online public information’s status in public life is getting more importance. However, online public opinion is like a sword with two blades. On one hand, the development of online information opinion promotes the public’s political participation and propels the development of democratic politics. On the other hand, it can be manipulated and be irrational, sabotaging the normal public order. Therefore, governments at all levels pay more and more importance on the supervision of online public opinion. The article selects the cases of online public opinion in Longhua new district government of Shenzhen as example to study the achievements, problems and solutions of grass-roots government’s supervision of online public opinion, which are of great theoretical and practical significance. Firstly, it’s beneficial for the governmental departments to take a more proactive attitude in handling online public opinion. Secondly, it helps the internet or even the whole society to be on a sound track of steady and orderly development. Thirdly, it promotes the work of online public opinion supervision.On the basis of theoretical analysis, the article takes the cases in Longhua new district of Shenzhen as example to analyze the current situation in grass-roots government’s online public opinion supervision. The online public opinion supervision by the grass-orts government has achieved outstanding accomplishment, established multi-level online public opinion supervision system, specified the working requirements for personnel in the related field, guaranteed the sound and orderly development of online public opinion environment and accumulated effective and practical experiences on online public opinion supervision. However, there are some shortcomings in the online public opinion supervision by the grass-roots government. The grass-roots government’s consciousness of handling online public opinion is weak and its coping machination is not complete. The timing of grass-roots government’s online public opinion is stagnant and the coping methods are too simple. The main reasons for these shortages are the internal reasons of the main body of online public opinion supervision and the external reasons of online public opinion coping mechanismBased on the current situation analysis and theory analysis and the effective experience of online public opinion supervision of Longhua new district of Shenzhen, the article shows that the online public opinion supervision at grass-roots government can be improved from the following four aspects. Firstly, renew the working concept of online public opinion supervision at grass-roots government. The grass-root government attaches great importance to the influence of online public opinion, leading it in a proactive manner and optimizing the channels for the public to express their demands. Secondly, improve the level of rule by law regarding online public opinion supervision of grass-roots government. Complete the laws and regulations of online public opinion supervision at grass-roots governments, enhance the consciousness of legal system of online public opinion supervision at grass-roots government and pay attention to the judicial supervision of online public opinion supervision at grass-root government. Thirdly, complete the system and mechanism of online public opinion supervision at grass-roots government establish the regular system, early warning mechanism and coping mechanism, and complete the performance evaluation mechanism of online public opinion supervision at grass-root government. Fourthly, enrich the methods of online public opinion supervision at grass-roots government. Enlarge the collection and supervision scope of internet data information at grass-roots government and improve the abilities of internet data information study, judge and analysis of the online public opinion.
