Reaearch On Improving Nanning Democratic Paeties’ Social Serviceability

China’s political party system is the multi-party cooperation and political consultation system leaded by the Communist Party of China. The democratic parties are participating parties, and their main function is participation in the administration, discussion of state affairs and democratic supervision. With the development of the society and the advancement of political democracy, social services as a derivative function becomes an important function of political participation. Social services, mainly means free interventions for social vulnerable groups, to improve their existing circumstance. The process of democratic parties to carry out social services, in addition to retaining the essential content of social services, comes with some political factors of the participating parties, is the progress of dipping into the grass-roots level, grasp the state of public opinion and to help the party committee and governmental departments to improve the democracy, and in many cases, is also the progress of performing the participating parties’ functions, and the process of participation in state affairs management as well. In recent years, the democratic parties obtained excellent result in social service activities, such as, improving the democratic parties members’ qualification, expanding the democratic parties’ influence, promoting development of the democratic parties’ participation in the administration, discussion of state affairs and democratic supervision, etc.. Meanwhile, there are some disadvantage factors in reality, such as governmental factors, the democratic parties’ own defects, which restricts the advance of their social serviceability.This thesis starts from the points of democratic parties ’nature and functions, the process related factors of their influence on public policy formation, public departments’ human resources management and other aspects, analysis and study the related factors influencing the ascend of democratic parties’ social serviceability, and combine the successful experience gained by the democratic parties’ practice of social service and the necessary conditions, find out the targeted solutions, improve the democratic parties’ social serviceability, promote their better performance of participating parties’ functions.
