With the rapid development of China’s market economy and real estate market,the property market turnover is huge,the entire real estate market is a prosperous.Real estate is an important part of real estate,belongs to the residents of major property,related to the national economy and people’s livelihood,involving a wide range of demand,with scarcity,long-term,immobile and non-hidden characteristics.Before the unified registration of real estate was put forward,China has been using a series of problems such as decentralized registration,which has many disadvantages,resulting in high administrative costs and the interests of the masses cannot be properly kept.In 2013,the state for the first time explicitly proposed to implement the national unified registration of real estate,through strict system and multi-sectoral coordination,in 2015 the implementation of the unified registration system of real estate in various regions,of course,in the implementation process encountered some difficulties,seriously affecting the implementation of the unified registration system of real estate.Through careful reading of the theoretical data,documents and related laws and regulations on the unified registration of real estate,combined with the development of China’s real estate unified registration work,the current situation of the unified registration of real estate in Jinan City as the research object,to find out the problems and reasons of the unified registration of real estate in Jinan City,Drawing on the typical experience of the unified registration of real estate at home and abroad,we can explore the countermeasures and suggestions to promote the unified registration of real estate in China,so as to continuously improve and perfect the unified registration of real estate in Our country.In view of the problems existing in the unified registration of real estate in Jinan City,the corresponding in-depth and detailed analysis,the use of questionnaires and interviews and a series of ways,found that Jinan City real estate unified registration has a lag in the legal basis,inefficient,insufficient data integration,personnel quality is not high and so on,The causes of the problem include the lack of improvement of the upper law,the limitedpromotion of first-window acceptance,the time-consuming integration of basic data,the lack of personnel training and other reasons,and finally,the author put forward to promote the unified registration of real estate rationalization proposal: First,the need to optimize the establishment of registration institutions: complete the integration of registration institutions,Optimize the office environment,second,speed up the integration of unified registration data: carry out a comprehensive survey of the right to register,promote the integration of data,build intelligent registration;Fourth,do more and effectively improve the quality of service: in-depth strengthening of inter-departmental cooperation to achieve joint business,close to the Internet to achieve technological innovation,extend the service time limit and expand service space.
