The Research Of The Foreigner Management Model In China

With the gradual increase of china’s open to the world and the continuous participation of the economic globalization and international affairs, China releases continuous attractions for foreigners to come to work, study, travel and live in China. The increasing number of the foreigners not only promotes the economic construction and development, but also brings new challenges for our social management. Due to the historical reason, the exit and entry department of the public security ministry solely undertake the foreigner management. But the current management model which mainly focuses on the control instead of providing service is far from meeting the current situation of the foreigners in china.Firstly, based on the collection and induction of the relevant documents, the article reviews the current foreigner management models in part of the migration countries in the world as well as in Beijing and Guangzhou. Meanwhile, it also summarizes the history and relevant concepts of the foreigner’s management in our country.Secondly, this article introduces the background, process, functions and organizational structure of the foreigner service station which represents the foreigner’s management model in shanghai on the basis of the analyses of the data and distribution of the foreigners in shanghai. Then, the article summarizes the current management model running till now and find the main problems.Finally, the article raises some corresponding measures, such as in macroscopic view improving the foreigner’s management system, integrating resources and improving the participation of the foreigners and relevant law and regulations, transferring the management ideas, in microscopic view strengthening the information share, planning the human resources management and innovating the management models.
