The Growth And The Cooperation Mechanism Analysis Of The Urban Community Elite

Human resources is of paramount importance for facilitating economic and social development. The 18t National Congress of CPC emphasizes the strategic layout that prioritizes the human resource construction, strengthens the talent team of great number and high quality and promotes the transformation of China from a country with powerful talents to a powerful country with talents. Nowadays, it is during the vital stage of the transitional development of Shanghai, the impetus of innovation and advancement of which basically relies on human resources. As a gathering place for various social organizations and groups, the community is a crucial platform for elites from all walks of life to exert their influence.This paper is devoted to discussing the participation of diversified elites from communities of the city in governance and construction of the modern communities by means of "confrontation, cooperation and absorption" through description, analysis and comparison of the three kinds of cases of community elites in Long Street, Y community, Shanghai. It aims to explore an effective way of cultivating and selecting personnel, which is full of local characteristics of Shanghai and conforms to the principle of development of community management elites.To begin with, the study objects in this paper is explicitly restricted to two types of modern community management elites in city:cadres of sub-district offices and workers of community residents committee; leaders from different non-government organizations, and activists in communities ("grass-root" elites).Secondly, in this text, factors that affect community cadre system transition and the results are analyzed and the incompatible and inharmonious reality stemming from the management and construction of diversified community elites is revealed from perspectives like transition of leadership and community cadre system in Shanghai.Thirdly, an interactive pattern and behavior approach in favor of the coordination and cooperation between elites in modern communities has been summarized through the analysis and comparison of innumerable data and cases in the governing and construction of the three kinds of communities in Long Street, Y district with the participation of community elites.Last but not least, from a practical standpoint, some pragmatic thoughts and solutions are brought up in this paper to make contributions to enhance the construction of the elite team and propel the modernization of governance system and capability.
