After the developments of more than two centuries, the west’s volunteer service and its management has been more perfect. For nearly 10 years, as the political, economic and social system reform deepening, the volunteer service group also obtained the rapid development in our country. With the size and the number of the China’s volunteer service organizations growing, they bear the more important roles in the social and economic life, especially the construction function. But because of the traditional culture, the present social system, the environmental constraints, and some other factors, the development of China’s volunteer service organizations also encountered many difficulties, and a large number of volunteer service organizations are in a very awkward position. There for, the further study of the Survival and development with the China’s volunteer service organizations, and to find out the countermeasures and Suggestions, had a very important practical significance.In this paper, The Jiangmen Volunteer Association, a social group with official colors, was chose to be researched. Guided by the theoretical perspective of research, the current research status of various volunteer service organizations at home and abroad, and the in-depth analysis of the survival and development of the volunteer service organizations in our country, its bottleneck encountered in the process of development problem and constraints was explained, then discussed the countermeasures and suggestions to solve the volunteer service organization development dilemma.The researches involved in the organizational structure of the volunteer service organization, and its personnel composition, personnel division, management system, management mode, funding sources, the relationship with external organizations, and so on. Comparing with the running mode of the Oxfam Hong Kong, the author thinks that four problems were widespread in the volunteer service organizations as followed, the registration management was not standard; the incentive management was not science; the ability-based management did not reach the designated position, and the team management was not clear. To solve these problems, the author suggest that we should further the standardize registration management, and form a complete set of specifications of volunteer recruitment and exit procedures; increase the material incentives to the organization members by broadening the financing channels; further optimize the ability-based management, through cooperation with schools, give the professional skills training of volunteers systemic and comprehensively, to make them match the corresponding positions and achieve a high performance; to further strengthen the team management, by strengthening team management system, sharing values and vision, creating a good working atmosphere, and then make a powerful force together in the team.
