In the report of the Party’s 20 National Congress,it pointed out that we should "build a team of high-quality cadres worthy of the important task of national rejuvenation" and emphasized "strengthen and improve the work of civil servants".The Chinese law has clearly defined the concept of civil servant refers to the administrative staff whose salary is borne by the state finance,which performs the public service according to law,is incorporated into the state establishment.Grass-roots civil servants generally refer to those who exist in government departments at the county and township level,perform the duties of civil servants according to law,are specifically responsible for implementing and implementing policies,and directly serve the people.As the most direct executor of state power,grassroots civil servants are the most important link and bridge between state organs and the people.Danling County is a small county in the middle and west of Meishan City,Sichuan Province.It covers an area of 430 square kilometers and has a total population of 163,000 people.However,Danling County is also the only district and county directly connected to Chengdu in Meishan City,and also connects to Leshan in the south,which has certain geographical advantages.However,advantages are often accompanied by some disadvantages: the advantages of transportation location in Danling County lead to a large flow of civil servants in Danling County.The excessive and unbalanced flow has led to problems in the normal operation of civil servants in the county and the loss of civil servants at the grass-roots level.The increasingly serious loss of civil servants at the grassroots level poses a great challenge to the stability and normal operation of the civil servants in this small county.If we do not pay attention to it,it will lead to the breakdown of grass-roots civil servants,the decline of the overall service quality and the loss of core talents,and hinder the development and promotion of the local government governance work.This paper starts from the loss of grass-roots civil servants in Danling County,combines the management methods of civil servants and the relevant theories of public management,studies the defects and problems in the selection,education,use and retention of this area,and adopts the questionnaire survey and interview method to investigate and analyze,and combines the theories from the perspective of individual factors and organizational factors.This paper studies the causes of this problem from three aspects,such as social factors,and puts forward targeted countermeasures to build three systems,namely,to perfect the individual incentive system,perfect the organization mechanism system,and build the social atmosphere system.Therefore,how to strengthen the construction of the team,optimize the overall quality,fully mobilize the enthusiasm and creativity of the majority of grassroots civil servants,to conduct a comprehensive and in-depth study on the loss of grassroots civil servants in Danlan County has a strong practical significance,for ensuring the normal operation of state administrative organs,the implementation of various policies have important guiding significance,the article aims to draw a general conclusion,It is of positive significance not only to solve the talent management problem in this region,but also to the civil servant management problem in other parts of the country.
