Concurrent with China’s rapid economic development, the depletion of natural resources and environmental pollution has gradually entered the public consciousness. Among them, the pollution of water resources is particularly egregious in its detrimental effect on human health, economic development, social stability and harmony. It poses a serious threat to these pillars of societal structure. Therefore, in order to solve the increasingly prominent water pollution problem, Chinese scholars have learned from the successful experience of foreign countries and have developed watershed ecological compensation policies proposed for the beneficiary (the polluter) to compensate the protector (the victim) concerning watershed protection of water resources, thus improving water environment. However, watershed protection of water environment is not just the responsibility and obligation of the State. The government is not the only beneficiary as the user of public water resources, so the public has the right and obligation to participate in watershed ecological compensation. Since the source of our water basin originated in bucolic surroundings, due to many constraints of rural communities concerning rural development, water basin pollution problems are imminent. Therefore, for this research, we used Fujian Province Nanping City, Yanping District, Xita River as the research subject, through private interviews and questionnaires, factors for willingness to participate in public watershed ecological compensation were determined, leading to the summary and analysis of the causes and recommended responses.This paper systematically introduces the research background and significance in China and abroad through the literature review system, scouring explanations of ecological compensation and definition and meaning of public participation, using research methods and techniques to determine potential innovation in this area. Secondly, it introduces concepts covered in this article, and describes the theoretical basis for this article:Behavioral economics theory and the theory of planned behavior to construct a theoretical model of public participation in watershed ecological compensation on the basis of proposed hypothesis. Presentation of the study area follows, indicating sample data sources, respectively, from the survey of personal characteristics, family characteristics of farmers, severe water environment situations for farmers, and ecological compensation for farmers involved, constituting the sample description statistical analysis. Subsequently, the model was built, using a binary logistic model, and 16 factors were selected-factors affecting willingness of farmers to participate in ecological compensation according to empirical analysis results. Water basin environmental satisfaction with government policy for farmers, family labor, the need for environmental governance of watershed, watershed environmental importance, total family income, the level of understanding of policy and environmental changes have a significant impact on the willingness of farmers to participate in watershed ecological compensation. Finally, the theoretical analysis and empirical research to summarize the recommendations put forward to promote public participation in watershed ecological compensation policies.
