Research On Deviant Behaviors And Preventive Measures In Network Anti-corruption Of China

In this important period that The CCP regard anti-corruption as a strategic task, Network, which takes its unique advantages of wide distribution, strong interactive, high efficiency of information dissemination, without the limitations of time and space and so on, makes important contributions to Anti-corruption. But because of the impact of some factors, such as the randomness of network environment, the complexity of Anti-corruption, the lack of norms, the insufficient of social control awareness and so on, the development of Network Anti-corruption is impeded by deviant behaviors. This article mainly collects Network Anti-corruption cases from 2009 to 2014 and establishes case databases, then uses the case analysis method and statistical analysis method to analysis the original text and data of network anti-corruption. By analyzing historical network anti-corruption cases and the process result comprehensively, it comes to be that there are a lot of deviant behaviors in the process of Network Anti-corruption. So not only to the netizens but also to the Anti-corruption departments, it is necessary to prevent the deviant behaviors from developing in the process of Network Anti-corruption.Based on the aberration theory and the social control theory, this article focuses on the deviant behaviors in the process of Network Anti-corruption. Firstly, by means of analyzing the Network Anti-corruption subject, object and carrier, this article studys the whole process and operational mechanism of Network Anti-corruption, and finds that we have to meet the predicament of the deviant behaviors’ frequency in the process of Network Anti-corruption. Secondly, this article classifies the deviant behaviors of subject, object, supervising media and the anti-corruption department, researches the causes and social harm of deviance from the social control perspective, and provides that our country is suffering the challenge of the social control measures’ serious lack. Last but not the least, by analyzing a typical case and its social control status of deviant behaviors, this article puts forward that we should pay more attention to the mechanism construction, social supervision and ideological education, makes concerted efforts to produce a powerful social control for deviant behaviors, in order to bring the efficacy of Network Anti-corruption into full play and achieve the ultimate goal of promoting the construction of anti-corruption.
