The Research On The Cooperation Of The Government And Non-profit Organizations In Environmental Governance

With the rapid economic development, the environmental problems is increasingly serious in China. And it has become an important factor in social and economic development, which has also been one of the most prominent social problems. However, we can not solve our environmental problems due to the complexity and diversity of environmental issues and our limited by technical, personnel and other aspects. In this context, an inevitable choice to solve environmental problems is the involvement of environmental non-profit organizations governance and the cooperative governance. Meanwhile, with the development of civil society, environmental non-profit organizations continue to grow and play an increasingly important role in environmental education and environmental governance. Because of its own characteristics for environmental non-profit organization, its unparalleled advantages were reflected in environmental governance. However, an overview of the current domestic research can be found, scholars’ research was on cooperative governance, environmental governance and other cooperation mechanisms conceptual level. There are few studies on how the government to achieve the cooperation of government and nonprofit organizations to solve the governance of the environment. Most studies of a single body or government, business, civil society, etc., or explore the diverse subjects in the traditional management system cooperation can be seen. Currently, there is no in-depth study of the environmental governance with the cooperation of the government and nonprofit organizations in academic theorists. Therefore, the strengthening of the study of cooperation is the inevitable way to solve the current environmental problems.In this paper, "The research on the cooperation of the government and non-profit organizations in environmental governance" as the title, point out that the basis of environmental governance in government and non-profit organizations, and analysis different modes of government and environmental non-profit organizations, and do the research focused on two aspectson with the basis of previous academic studies, failure theory, resource dependence theory and control theory. On the one hand, the analysis of the different modes of cooperation, noting that cooperation between the two factors: collaboration environment can not provide support for cooperation. The access and management system which is setted up by the government is imperfect hinder to reach cooperation. Environmental non-profit organizations make their own immaturity construction cooperation ineffective. On the other hand, some suggestions are made to promote cooperation between the two in the environment focus on the environment, government, environmental non-profit organizations:buildding the the legal environment for cooperation of government and non-profit organizations on environmental governance; creating support for cooperation between the two government management system; strengthening self-construction of environmental non-profit organizations and the ability to improve cooperation. Ensure good environmental governance through the efforts of all aspects.
