The interactive relationship problems of government and non-profitorganizations is a frontier topic in current society, especially for China, it is in theperiod of social transition. The goal of social reform requires non-profit organizationsto assume the functions of the government transfer department responsibility.Through the positive interaction and cooperation between the government andnon-profit organizations, the transformation of government functions and institutionalreforms can be promoted, the public service performance and political democraticparticipation can be improved, thereby accelerating the process of civil society, andmeet the social needs of the public interest. Therefore, studying the interaction andcooperation of the Government and non-profit organizations is a good entry point toadjust the relationship between the Government and the social. It has a importantpractical significance to accelerate the transformation of government functions andinstitution reforms, promote the healthy development of the non-profit organization.This article is based on China’s national conditions, based on comparative studies,empirical research, theoretical research and literature analysis method, use the PublicWelfare Foundation as the main analysis cases, from the two dimensions ofgovernment and non-profit organizations to study that how to built the multipleinteractive cooperation relationship. Government and non-profit organizations relationship typology theory which was proposed by Benjamin Gidron, RalhphKramer, Lester M. Salmon, and the four types of interaction theory, which wasproposed by Kuhnle and Selle, constitutes a logical starting point for this study.Through discrimination and integration of theoretical content, combined with the caseanalysis of China Youth Development Foundation, article summarizes that servicereplacement type is the government and non-profit organizations maintain interactivecooperation relationship at present. On this basis, by the introduction of the interactivecooperation form of the Rockefeller Foundation with government, this articleintroduces the concept of synergistic interaction modes of cooperation.On the basis of the comparative analysis of two different interactive cooperationmode, the paper research on realistic difficulties of our country government andnon-profit organization interaction, and gets the conclusion that in a harmonioussocial environment, it should be to build and nurture synergistic interaction modes ofcooperation, study during the specific interactive behavior, government and non-profitorganization how to give full play to the public function under the new interactionmodes of cooperation. And make policy recommendations to expect that in themanagement of the affairs of the state and society in the process,on the one hand tokeep the government leading multi-coordination management pattern; the other hand,the government and non-profit organization can try their best to do everything andlive in mutual support, linkage embedded and common development,optimal win-win,and eventually reached the positive sum game of the interactive cooperation.
