The Study Of The Disposition Of Maritime Mass Disturbances Caused By Maritime Traffic Accidents

In recent years, with the constant deepening of the reform and openness and the market economy, China has been going through the social transformation period. The growing amount of mass disturbances caused by various factors has greatly influenced our national social stability. As the administration stationed by the Central People’s Government in the region for waterborne traffic safety, marine management faces critical moments and significant periods of strategic opportunity of assault, transformation, development, promotion and concentrated outbreak periods of all kinds of social conflicts and contradictions when maintaining the safety of water transportation and serving for the regional economic and social development. It is also inevitably affected and impacted by mass disturbances. Mass disturbances not only interfere the regular duties of maritime sectors but also interfere the construction of harmonious water transportation and damage the image and the credibility of maritime sectors. They have become a problem troubling maritime sectors of at all levels.This paper uses the methods of document research, interview survey, and comparative study, and the theories of social contradictions and public crisis management, and integrates with the working practices of maritime sector to elaborate the meaning, characteristics, categories, causes and general measures of disposing mass disturbances caused by marine accidents, then studies a series of problems of the deposition of maritime mass disturbances caused by marine accidents, and systematically analyzes the cause of existing problems after proceeding with the definition of mass disturbances. It also puts forward five suggestions such that maritime sectors should convert concepts, set up the system of the deposition of maritime mass disturbances caused by marine accidents, improve its system and mechanism, strengthen education and improve the legal accomplishment of wade industries, and improve the legal systems of marine investigation and process when disposing these mass disturbances by using domestic and oversea experience for reference, so as to provide certain reference for maritime sectors to dispose maritime mass disturbances caused by marine accidents, to better maintain the harmonious water transportation environment and to construct people-satisfied Chinese Maritime Safety Administration.
