Law enforcement of city management is not only a new reform measure in our country in the field of city governance, but also a major reform of China’s current administrative management system. As a primary level of law enforcement, the Lubei District of Tangshan city has carried out the law enforcement management practice earlier, and has made some outstanding contributions in the city management. But it also met with practical problems and difficulties of mechanism running sluggish, lack of enforcement power, science and technology management level is not high, violent anti-law behaviors happened occasionally. This paper combines the current social development situations to further research, and strives to solve practical problems and difficulities for the Lubei District management work and difficult to provide theoretical support and countermeasures of administrative management, in order to promote the harmonious development of society.The main contents of this paper include:Firstly, the paper elaborates the background and significance of the research, theory of the existing home and abroad systematically, combs the related research results of scholars at home and abroad, points out insufficient may exist in current theoretical research. This is the focal point in this paper.Secondly, take Tangshan Lubei city law enforcement management as the research object, analyzes its management team personnel structure, administration functions and assignment of responsibilities, management business process, management status of law enforcement management system and mode. And on this basis to point out management problems of city law enforcement of Lubei District Tangshan City.Thirdly, systematic induce the practice and experience of city law enforcement management at home and abroad, such as USA, Singapore, Japan and other developed countries. And also it introduces the advanced experience of management from Beijing, Shanghai, Tianjin and other places, so as to provide a reference for city law enforcement management work of Tangshan City Lubei area.Finally, based on the above analysis, this paper puts forward with counter measures in the aspects of law enforcement management problems for Lubei District Tangshan City, such as organizations construction, perfect mechanism, construction of performance evaluation system, etc.
