Research On The On-The-Job Training Demand Of The Police In Patrol Special Police System Of ZH

As a preliminary and basic work of strengthening the team construction and promoting the public security work, educational training should be put under the strategic position of priority development, especially in the area of Patrol Special Police system which involves the work of pavement patrolling in the front line and works most closely with the masses, shouldering the important task of pavement seamless security patrolling. With the grim situation of anti-terror work in recent years, Zhuhai is an important field of the anti-terror work with its special geographical position, and the security requirements of keeping the public security and social stability puts forward higher expectations and requirements to the quality of the Patrol Special Police team. Under this situation, to strengthen the professional quality and practical ability of the police through police on-the-job training has become a top priority for the construction of police team. Thus, how to improve the overall level of educational training work proves to be an important issue with concern.Through the investigation and visits as to the training needs of the police in the Patrol Special Police system of Zhuhai Public Security Bureau and taking the actual job training situation last two years into consideration, this thesis aims to sum up the cause of the imbalance of supply and demand between practical training situation and police training needs, and it also puts forward some successful and useful suggestions by referring to the experience of the surrounding city and explores training model which accords with the actual training needs of the police and helps to balance the supply and demand, in order to formulate training plan that could be more aligned with the demand of police for the future training work and provide rich data reference, analysis and conclusion.The thesis adopts various approaches to collect a large number of information, such as questionnaires, interview etc. Among them, approach of questionnaire mainly adopts the form of Five-level Likert Scale to correct information on the training form, training content, train teachers and the training schedule and other aspects of the current police on-the-job training work of Patrol Special Police system.To take the research theory and training needs analysis and research of the civil servant training at home and abroad as the guide,the thesis conducts a validity and reliability analysis on the recycling questionnaires and make use of the Chi-square Analysis, Ratio Analysis and other statistical analysis methods to make a detailed analysis on the police training needs. The study finds out that there is a big room for improvement in the current on-the-job training work of the system. Among the interviewed polices,92% believes that they are in need of training to improve their own quality,and demand for non-theoretical programs like actual combat skills training program and mass work ability training program are much higher. Besides, more than 75% of the police questioned expects optimizing and adjusting the teachers structure, breaking through the traditional teaching form and adopting individual training method of patrol special police, so as to improve the training effectiveness maximally to meet the actual demand of the current post.Currently, what the system need to do is to improve its training mechanism further, innovate the training mode, strengthen the train teacher strength based on the rich front-line experience of the training officer, and make efforts to eliminate the imbalance of supply and demand between the ideological education and job affairs, between the theoretical knowledge and practical skills, between the Traditional policing and Politics policing, thus to achieve the strategic goals of’To be an outstanding Special Police and a strong Patrolman’.
