Travel destinations develop tourism, develop tourism resources, and some need to occupy land for homes and agricultural land, so that community residents to move out, relocation, residents in the resettlement process, inevitably with the government or other stakeholders conflict. On the basis of the literature review, a case study of tourism development land resettlement residents, conflict management theory as the theoretical basis, through in-depth interviews and survey methods, and discussion the relationship of resident justice perceived, government trust and conflict handling behavior intention, the obtained results can be expected to provide a reference for dealing with the interests conflict of residents and the government in the tourism development.In this study, use ROSTCM text analysis software to analyze interview text, by high-frequency vocabulary and semantic network model, obtaining the crux of the interest conflict between residents and government in tourism development, for six parts, land acquisition, tourism policy, compensation and resettlement, administrative acts, the government’s public service and conflict management in the process of tourism development. Use statistical software SPSS17.0 to descriptive statistical analysis, analysis of variance, correlation analysis and regression analysis, the results showed no differences that gender for each study variable; there is a significant difference that age, education level, occupation, monthly income to resident justice perceived and government trust; justice perceived has a significant positive impact to government trust; justice perceived and government trust to integrating, avoiding, obliging and compromising has a positive impact, have a negative impact on the competing intention behavior. Finally, the results of questionnaires and interviews analysis, proposing countermeasures to alleviate the interests conflict of residents and the government. Implementing Multi compensation to improve the perception of benefits distribution fair of residents; broaden the channels for residents to participate, improving residents’ perception of procedural justice and interactional justice; Standardize administrative behavior, improving the quality of administrative staff; strengthen the government’s public service, improving resident protection mechanism.
