The Route Research Of The Construction Of Government Integrity

In the long process of development of the Chinese traditional culture, integrity is regarded as their behavior criteria and moral norms. In ancient times,“honesty”and “trust”are two different concepts, “honesty” means “sincere at heart”, and “trust”will focus on“believe others from the outside heart”. Honesty requires dealing with people in good faith, stresses credibility without fraud. In the process of fulfilling its functions and managing public affairs, the government must adhere to integrity,to promote the development of the whole social integrity. Therefore, the development trend of government integrity constitutes the most fundamental factors of social integrity, is the core of the construction of social integrity.However, China is currently in a period of social transformation, it is prone to break out various social conflicts, and lack of honesty and moral ethics remains a serious problem, especially the government integrity status worries us. Some of the local government do not keep promises, work inefficiently, cheat their superiors and delude their subordinates, leading to discredit the government credibility. The eighteen session of the fourth plenary points out, China’s current social development has stepped into a new stage in which reform enter a crucial period and deep water area. The integrity construction has become the consensus path to promote political trust so as to solve the social trust problem. Therefore, discussion on the construction of the integrity government is the need of reality.This thesis from the basic connotation of government integrity, expounds its characteristics, clarifies some concepts and demonstrates its significances. We find out the main problem and its harm from the current situation of building government integrity, explore the main reason and propose the basic idea of the construction of government integrity. Finally, respectively, from some ways, like social contract, administrative ethics, government governance and so on, putting forward some advices about how to build government integrity.Introduction section describes the research background, significance of the topic, the domestic and foreign literature review, research ideas and research methods, providing a theoretical basis for this study. The first chapter is to define the concept of government integrity, distinguish several groups of concepts, stress the essence of government integrity and discuss the research perspectives of government integrity. The second chapter describes some achievements we had made, analyzes the problems, potential hazards, and makes a profound analysis. The third chapter starts from the guiding ideology of the construction of government integrity, clarifies the critical mission of building government integrity, that is, the key points, difficult points and breakthrough of the government integrity construction, which is the innovation of this study. Part IV contacts with existing research foundation, makes a choice from four paths in order to make some positive explorations and think for the orderly development of administrative activities.
