Research On Urban Minimum Living Guarantee Management In Jinan City

The reform of state-owned enterprises in the 1990s led to the rapid emergence of a large number of laid-off workers as the main body of the poverty-stricken population. To ensure their basic life of living and maintain social stability,Shanghai firstly introduced the minimum living guarantee system in 1993.In 1999 the state council promulgated the regulations on the subsistence allowances for urban residents, which marked the establishment of the system. After 20 years, the system has became an important constituent of social assistance system and social security system which can strengthen social construction and promote social development.Although the system has been relatively stable and played a proper role, because of the practice preceded the policy and management, the system is not very standard and orderly. The lack of legal basis, inefficiency of management, unstable funding and other issues occurred all over the country. Traditional management models and extensive management pattern have became an restricting bottleneck to the system. Government should fully recognize the importance of the minimum living guarantee management and promote the system to the direction of standardization, institutionalization and legalization, in order to improve the management efficiency constantly.This paper carries out related research combining the actual urban minimum living security management in Jinan, based on the theories and basics of multi-subjects like public management and social security.Based on documentary analyses, theoretical analyses and empirical analyses, survey research methods such as interviews and policy analyses, this paper analyzes the current status and main contents of social guarantee management of Jinan, exploring measures to improve the management of city social guarantee, meanwhile it provides reference for local decision-making and system development.In addition to the introduction, this paper consists of three parts.In the first part, the paper analyzes the current situation of poor management of Jinan city. Through the detailed analysis of the management mechanism, policy, management system, capital management, the special relief measure, combined with relevant statistical data, this paper analyzes the present situation of the management of the system in Jinan city.In the second part, the paper explores the current problems and causes in management. The main problems are as follows: the working organs and strength are relatively weak; the policy and authority are imperfect; the capital management does not comply with strict rules; the performing of responsibility towards the objects is inadequate; and systems of social aid do not match with each other. Meanwhile, this paper analyses the causes of the problems such as the government’s working ideas are relatively backward; the management rules and policies lack united planning and authority; the financial support from social economic development is insufficient; the obligation toward objects of the system is missing; and the institutional and operation of the system are not sound.In the third part, the paper puts forward the specific countermeasures on the management of Jinan city. Firstly is to strengthen the construction of the management agencies and team;secondly is to improve the system and mechanism construction;thirdly is to improve fund management mechanism;fourthly is to strengthen the performance of duty of the objects;fifthly it to strengthen the integration of the resources and relief measures.In the end, there are some concluding remarks.
