Study On The Problem And Solution Of The Railway Police Security Organization Management In China

The Railway Police are mainly established for railway transportation security and it is subject to the central police agencies in the business (Ministry of public security) vertical leadership, and the local public security organs are in parallel specialized police agencies at all levels. Management system of railway public security organs is a complex system, including the property by the system within the organization, organizational structure, operating procedures, personnel relations, personal specialized training and performance evaluation. Affected by national policies and planned economy, the existing management system is a key to railway public security organs in human rights and property rights, because these rights are fully restricted by the old pattern of railway transport. Faced with the railway transport enterprises to the marketing and the Railway Police System Transition, this system is not conducive to the improvement of the industry-based management system. It will seriously damage the functions of the Railway Police and police identification. Based on this condition, it has to analyze the situation and find existing problems, so as to find solutions and reverse the institutional chaos. Looking at the existing research results, most of the studies have the problem of poor timeliness, incomplete content, limited to discussion of Railway Police attribution management, it also lacks of contact with the local public security authorities and foreign railway police comparative research, which resulted in shortage of research value and unclear academic judgment.In this paper, it mainly applied the transformation of government functions of the new public management and the theory of enterprise separation, illustrating the nature of the railway public security organs, the establishment of the principles, scope of jurisdiction and the railway management system for the analysis starting point. By showing the railway police historical development and railway public security organs, especially the railway public security organs in the human rights and property rights, it clarified the passive nature, causes of dependency relations and further focus on the shortcomings and reasons of the existing railway system.Ultimately, this article puts forward improvement measures and feasible solutions.The direct observation research, field research, literature research, lessons learned research and comparative analysis research are used in this paper. On the basis of full access to documents, to collect information, I am in accordance with the thought of finding problem--raising questions--solving problem to layout and create. The full text includes the following six sections:The first part is an introduction. It describes the background and significance of the topic, clarifies the status quo and future research trends, and briefly introduces the research content and main ideas.The second part is the related concept of railway public security organs Management system and theory. In this chapter, it expounds from the aspects of the nature definition, principle of establishment, scope of duties and the Management system connotation of The Railway public security organs, explaining the principles of law enforcement agencies, full and independent law enforcement qualification to the Railway public security organs.The third part is the history and characteristics of China’s Railway Police Management System Analysis. With liberation as the dividing point of two stages, this part of paper demonstrates the full development process of Railway Police management in our country. In the Features analysis section, it focuses on the intersection between the railway police organs and railway transport companies, local railway bureau.The fourth part is the status quo and disadvantages of China’s railway management system. This section combined closely with the current reform context and analysis deeply of the country since the 2010 introduction of the reform method, especially in the transition period of the railway public security organs, and after the NPC and CPPCC in 2013, Railway reforms toward market-oriented, Railway Police organs yet hard to get rid of dependence of railway transport enterprise. Thus it further revealed many problems about the working mode of the system, police force deployment, organization, team performance and other aspects of the distribution.The fifth part clarifies the causes of disadvantages of railway security organs current management system. In this chapter, it elaborates the emergence, persistence of the current management system from the historical, economic, political and legal aspects.The sixth part is the direction of the railway public security organs current management system reform. In this part, it puts emphasis on clear direction and ownership of the reform orientation, rationalizes the relationship between railway police authorities and the railway transport enterprises. To be specific, it sets the tone for the reform of the management system and make the direction clear. This section depicts from seven aspects:the new construction of Railway police work mode, policing model, flat organizational structure, personnel educational specialized training, police performance evaluation, the legal system development and the organizational culture, so as to explore the feasible initiatives to improve the Railway public security organs management system.
