As the information era is blooming and internet technology is developing, it is changing the ways people study, work and entertainment, as well as deeply pushing improvements of the copyright law system. Together with the speedy development and popularization of mobile digital technology, people are enjoying the convenience and the efficiency it brings; meanwhile, the copyright owners, typically the copyright owners of digital music are facing threats which are caused by the complex nature of copyright and lack of laws. While digital music is in transition, the openness, and ability for change and unlimited duplication requires further improvements of the studies on the copyrights of digital music in China. This is an urgent event. This means the number of people who benefit from digital music technology will be enlarged.For a really long time, during the process of protecting the copyrights of digital technological works, China was facing problems like a decentralized system and insufficient management. Studies on copyright should develop as well as the efforts made on the level of digital technology. The society is a legal society, and the internet society constructed by digital works also be. The traditional copyright protection system (the’one to one’ pattern) is inefficient, and it cannot survive the blow the development of digital technology has brought. It cannot protect the copyright owners of their legal rights, and cannot balance the needs of copyright owners, users, and transmitters. In order to protect the copyright owners’ legitimate interests, and to make them positive in creating new works, meanwhile whilst fulfilling the needs of digital technology users, and reducing conflicts, it is very important and realistic that we study the copyright licensing of digital music.
