Why the land-acquisition conflicts between officials and villagers in rural China have not been solved under government’s unceasing efforts, or even become more drastic? Why the villagers conflict with their village cadres who serve for them and speak for them? Why the traditional settlement mechanisms do not work effectively? How can the land-acquisition conflicts between officials and villagers in rural China be solved effectually by completing the deficiencies of traditional settlement models?The research systemized current settlement mechanisms for the land-acquisition conflicts between officials and villagers by empirical investigations and interviews with the main parts in relevant provinces and the relevant literature materials, and applied perceptual mapping tool to present the general conflict process. Facing the rocketing pernicious conflict events, as well as the unbalance of traditional resolution mechanisms, the government must innovate and improve the current traditional mediation mechanism, maximize conducive factors to harmony the society for ensuring stability and order of the society.Traditional settlement models have its’own deficiencies and limitations in social science field. To introduce some innovative methods, such as TRIZ, which has been proven effectively in the field of engineering can not only put forward a new method and perspective to solve the land-acquisition conflicts between officials and villagers in rural China, but also improve the efficiency. For researching how to complete and perfect current settlement mechanisms, such as people mediation system and judicial conciliation system, this paper mainly focuses on applying non-duality TRIZ evolution rules and invention principles in rural social governance, such as tacit management for officials and villagers in rural China, supervision and management style for social organizations and government responsibility, which can provide specific suggestions and countermeasures for the settlement modes and policy-making to solve land-acquisition conflicts between official and villager in rural China to improve the relationship between the Party and the people.
