On Synergetic Covernance In Social Management Innovation At The Primary Level

Since the reform and opening up,with the deepening of globalization,marketization and decentralization,China is in the transition of economic system,market mechanism and social transformation.During this transformation,the society constantly by the one-dimensional to multi-dimensional,value from the one to multiple directions,the traditional bureaucracy declining,and society is increasingly showing a high degree of complexity and uncertainty,the economy and society become more and more difficult to control and manage.In this context,the British lady Thatcher and US President Reagan as the forerunner,western government reform movement with vigor and vitality,the emergence of the theory of new public management theory and new public service theory to guide the reform of the government.They try to solve the problems of the society at that time by means of the government reengineering under the guidance of the above theory.At the same time,China has also opened the curtain of government reform to promote the reform of the government system and the transformation of government functions.However,since 1990s,with the establishment of China’s socialist market economic system,thus promoting China’s full access to the development of market economy in the new era.With the increase of the rise of civil society,expand the public space and the complexity of public affairs,on the one hand,the traditional social management mode under a single government is insufficient,on the other hand,citizens,enterprises,communities and social organizations actively participate in social management.In this case,it is urgent to need a new theory to guide the transformation of social management from a single management of the government to a multi subject participation in governance,in order to solve the problem of market failure,government failure and voluntary failure.Thus,synergetic governance carme into being.In 2004,the fourth Plenary Session of the 16th CPC Central Committee put forward the strategic task to strengthen social construction and management,and puts forward the new pattern of social management "to establish and improve the Party leadership,government responsibility,social coordination,public participation." In 2007,the report of the Seventeenth Party Congress stressed the "16 words" social management pattern,and further pointed out the need to improve the grass-roots social management system,stimulate the creativity of society to the greatest extent,so as to standardized promote the construction of synergetic governance at the level of system construction.The party’s eighteen report further pointed out that to strengthen grassroots social management,and speed up to form the he social management system of Party leadership,government responsibility,social coordination,public participation,legal protection".On the basis of the original "16 words" social management pattern,pay attention to the construction of "legal protection",so as to form a modern social organizational system of "separation of government and society,defined rights and responsibilities clearly,self-govern legally".This also provides a strong institutional guarantee for the study of this paper.Based on the above analysis and thinking,this paper takes the realization of synergetic governance in social management innovation at the primary level as the research target,takes after the industrial society as the research background,and takes the basic concept,theoretical basis,practical form,synergetic dilemma,generative mechanism,foreign experience and reference,and the specific synergetic path of synergetic governance in the basic social management innovation as narrative context,through the methods of normative analysis,system analysis,comparative study and case study,in order to discusses the problem of synergetic governance in the innovation of social management at the basic level.Specifically,this paper mainly from the following aspects to discuss:Firstly,define the core concept and explain the theoretical basis.On the basis of the definition of the two core concepts of "grassroots social management innovation"and "synergetic governance",this paper focuses on the analysis of the correlation between the two and the explanatory power of synergetic governance to the grass-roots social management innovation.At the same time,analyzes the four major theoretical basis of this study,namely system theory and synergetic theory,governance theory,"craftsman" theory,the integrity of government and the theory of seamless government.Secondly,this paper expounds the basic forms of synergetic governance in the basic social management innovation.Intergovernmental synergetic is the "steering wheel,and "engine" of grass-roots social management innovation synergetic governance,which belongs to the cohesion requirements of the government.It is conducive to enhance the governance capacity of grassroots government and its departments,through the synergetic governance process,strengthen communication,enhance trust and develop more alternatives to a variety of quality management tools.The synergetic between grassroots government and community,enterprises,social organizations,citizens are extroversion of grassroots government governance based on effective synergetic within the system,belongs to the cross domain synergetic,which is an effective supplement to the intergovernmental synergetic and is conducive to a good solution to the complicated and diverse social and public issues.Thirdly,this paper expounds the dilemma and the formation mechanism of the synergetic governance in the grass-roots social management innovation.This paper analyzes the difficulties faced by the synergetic governance in the basic level social management innovation from four aspects:the unequal status of the main body,the lack of synergy power,the unclear relationship between power and responsibility,and the unequal power,and analyzes the causes of these difficulties,the cooperative inertia is objective factors,lack of trust is the subjective factors,lack of mechanism is the dynamic factor,system lag is the static factor.Finally,this paper expounds the experience and enlightenment of foreign synergetic governance and the path of strengthening the synergetic governance.The United Kingdom,the United States,Japan and China’s Taiwan region has formed a relatively complete system,mechanism,system and even the law in synergetic governance and has a great synergy.Learning from the experience of foreign synergetic governance,we can promote the synergetic governance of social management innovation in our country from five aspects,namely,synergetic platform,synergetic body,synergetic mechanism,synergetic approach and synergetic environment.
