Volunteer not only essential on organizations in social cohesion forces, integrate social resources, provide social security, also plays an important role in the civic and social awareness, optimize relationships, and maintaining social harmony. Overall, the development of volunteer organization in China is uneven, and lags behind most of the development of county-level cities, has yet to play its due role in social management. Voluntary organizations in China, except volunteer organization led by the Communist Youth League, Woman’s Federations, Civil Affairs and other government departments, there are also many people have spontaneously formed volunteer service teams. There are significant differences between the two, but there are difficulties and obstacles to development in the functional orientation, legal status, funding for personnel protection, self-construction and management. The former’s, keeps closely relationship with the government, and could get relatively sufficient protection but they can’t fully satisfied, however, often as a vassal of the relevant administrative departments, independence, voluntary is not obvious, a strong political overtones, attractive and members of the organization actively weak; the latter,better in voluntary and the inherent vitality, but easily limited by the external constraints, and funding, personnel and other elements of security are the bottleneck in the development and obstacles. Therefore, regardless of party and government-led voluntary organizations, arranged folk spontaneous formation of voluntary organizations, to participate in social management encountered a bottleneck and obstacles, have not yet to participate in social management to play its due role.In this article, we study the volunteer organization, take the Volunteers Association which belong to the Communist Youth League of Longyou and the self-organizing Blog Friend for examples, research on members of the two, the field of social management the organization involved, operation and management mechanism and its relationship with the local government. And then, make a summary of the two organizations, their own characteristics, advantages and development bottlenecks. What’s more, to summarize the constraints of county-level cities volunteer organizations participating in social management, and also the reasons for it. And at last, come up with strategies and recommendations on promoting volunteer organizations to participate in social management to:government regulation to determine its range of functions in the public administration, voluntary organizations and consciously improve the ability to participate in social management. On this basis, to strengthen the cooperation and interaction of government and volunteer organizations. |
