Gansu Province Endowment Service System Construction Research

China is the world’s population and the country with the largest elderly population, the aging of population has become one of the important problem facing economic and social development in our country. Gansu province by the end of 2012 the elderly population aged 65 and over 1988000, accounting for the province’s total population of 9.2%, up by 0.29 percentage points more than in 2011. With the extension of the declining birth rate and the average life expectancy, the province will further accelerate the aging trend. Moreover, Gansu province or a large proportion of the provinces of agriculture, the rural population accounts for 60% of the province’s population, the population aged 60 and over 2230000 people in rural areas.The construction of social endowment service system is weakening in the traditional family endowment function, the social security system is not perfect, the urban and rural and regional development coordination, social background, to cope with an aging population, to adapt to changes in the traditional pension model, especially solve the problem of disability, semi disability of aging population, pension issues, but also to expand consumption and one of the effective ways to promote employment. At present, the province’s development of old-age service system is seriously lagging behind, unable to meet the growing demand for pension services, more can not adapt to the rapid development of the aging trend.This paper is an empirical study of Gansu Province Based on the regional scope, this paper is based on economics, social security’s basic concept, category and theory as the means, made by Gansu province social old-age service system construction present situation and problem analysis with regional value views. The thesis consists of six parts, the main contents include: the analysis of the present situation of supply and demand of the endowment service of Gansu province and its contradiction; from the policy support, the allocation of resources, legal supporting macro level and the traditional family pension, endowment institutions and community home care and other basic pattern of system level analysis of the current condition of Gansu province social endowment service system construction and the main problems and the reasons; finally put forward the countermeasures and suggestions for the development of the. Empirical suggestions proposed to promote Gansu province to accelerate the pace of the construction of social endowment service.
