Study On The Social Old-age Service System Of Gansu Province

Population aging is the product of social civilization and progress. Gansu province had become an aging society in 2005, and the proportion of the elderly population is expected to reach15.7% of the total population by the year of 2020 with the rapid growth of the aging degree.Gansu province has stepped into the rapid population aging stage. However, as a typically old before rich and unprepared for aging province, the population aging is companied with small families and ‘empty-nest’ families, and the expanding disparity between town and country, as well as different regions. In addition, the needs of the old in a modern society have expanded from basic material needs to other fields, such as mental needs, cultural needs and healthy needs.Therefore, as the traditional pension system could not meet the increasingly diversified needs any more, it’s quite necessary to build a social service system for the old.The exploration of social service system for the old from the Eleventh Five-Year in Gansu has made preliminary achievements and further plans have been formulated. But there are still a series of problems and difficulties in building old-age service system considering the analysis of the participants, including the government, society, families and the old from the macro to the micro.The essay studies on the practices of old-age services in Singapore, Shandong province and other nations and regions, and summarizes the enlightenment and guidance for the construction of social service system for the old. Based on these studies, some ways are given to the building of social service system for the old in Gansu for reference, including governmental policies’ formulation and function fulfillment, the integration construction of old-age service in town and country, the coordination and development of old-age service provided by families,communities and organizations, the encouragement for the social old-age service, promotion of filial piety in Chinese traditional culture and self-care of the old.In the end, the essay demonstrates and analyses the classical old-age service model--Virtual nursing home model in Chengguan district of Lanzhou city, aiming to correct and gradually promote the model across the province, so as to improve the old-age service in Gansu.
