The Countermeasure Study Of Network Anti-corruption Within The Framework Of Government-citizen’s Interaction

Since ancient times,corruption is an important problem about national governance effect,and during the course of long-term anti-corruption, the world has been exploring the effective model of anti-corruption.Along with the age of the Internet coming quietly,the network, we-media and other public Information platforms,for their natural characteristics of a large amount of information, open and transparent, convenient and quick, high impact, have made a new form of corruption emerged that is network anti-corruption.Network anti-corruption as a powerful supplement to realize the supervision right of citizens and to improve the governance, plays a very important role in the current severe situation of corruption.Not only the network anti-corruption practice is carrying out in full swing, but has also become a hot discussion and research in recent years in the academic network anti-corruption,its essence is to make the network platform work better for anti-corruption.Based on this, the author attempts to expand the countermeasures of network anti-corruption from the angle of government-citizen’s Interaction.However, prior research on countermeasures, as well as a series of basic questions need to be gradually clarified.First of all,how do the network anti-corruption carry out, and what is its mechanism and features ?Secondly, in recent years, what main features and development trend do the typical network anti-corruption cases show ?Again, in the network anti-corruption results, what are the problems of government, the public and other factors?In order to clarify the above problems,The paper will expand the research along the following technical route.The paper firstly combs and reviews the research status at home and abroad, defines the concept of network anti-corruption, finds out the theoretical basis of combing network anti-corruption with government-citizen’s interaction.Then the paper summarizes the characteristics of network anti-corruption, points out its running mechanism,anti-corruption ways and means, the participation main body, information transmission speed,and the characteristics of the government response, etc.Next, the author combed through the cases of 2008-2013 in detail and analysis, and finally selected the 48 representative typical network anti-corruption events as a case study of the library for this paper,and the author tried to make a more objective analysis for the main picture of network anti-corruption, development trend and existing problems by adopting thecombination of quantitative and qualitative analysis method,which has laid the theoretical and practical basis for for this paper finally putting forward the better countermeasure of network anti-corruption from different angles.This paper argues that Network Anti-corruption refers to people with anti-corruption awareness on the Internet, who disclose or expose corruption related to individual or specific acts of corruption, using the propagation characteristics of the Internet network in order to attract the attention of the general public and the media,thereby fixing the corrupt individuals, through human flesh search engine and other technical means of the depth of excavation evidence, and with the power of the media to enlarge the public opinion, prompting the authorities concerned to respond,eventually pushing related events into government vision and anti-corruption judicial procedure. It has gone through four stages of development,including accumulated,outbreak, climax stage and ending stage,in the development of events, the grassroots,insiders, the network opinion leaders, the media, government agencies, and other agents shall take appropriate action. Thanks to the Internet, ways of network anti-corruption display diverse characteristics, especially the folk spontaneous network anti-corruption; In terms of participation main body,it is becoming more and more extensive, who are changing from stakeholders to ordinary Internet users and other unrelated groups; the government response enhance its timeliness, the characteristic of the response surface more wide. Based on the quantitative analysis of typical case library network anti-corruption, this article obtains the development trend of network anti-corruption in recent years: first, the number of network anti-corruption cases has the wave-like increasing tendency year by year;secondly,report content of network anti-corruption cases greatly expand, and appear to be stylized;thirdly, network anti-corruption mainly report object level continues to improve, the field of supervision is also more concentrated;fourth, the regional distribution of the network anti-corruption cases show a trend of a nationwide "blossoming", and middle eastern than western area;fifth, the government’s response to network anti-corruption is faster than the traditional way of corruption, but the Processing results tend to have "ones out" signs.Finally, by looking at network anti-corruption dialectic-ally,the paper sums up the deficiencies of the government, the public and the internet,and then describes the optimization of network anti-corruption measures from the above three levels.First of all, the government should promote the national anti-corruption legislation;establish perfect information disclosure mechanism and the officials property declarationsystem.Secondly, the public should improve the quality of Internet users, build the civil society in the network environment and also enhance the leadership strength of the network "opinion leaders".Again, Internet must strengthen its own anti-corruption network culture, and optimize the technical support platform of network anti-corruption.
