As the vanguard of the working class, Chinese Communist Party has never stopped the exploring process of building the member team since the establishment of the party. In this process, the system design on joining and quitting the party has gradually completed, the historical practice has constantly be deepened.In the aspect of joining the party, with the deepening awareness of the importance of member’s work and the completeness of Chinese Communist Party constitution, the construction of membership of Chinese Communist Party has made a number of remarkable achievements in the whole world, the structure of party member has changed a lot. In quitting the party, in order to solve the problem of quitting the party, the party has continually adjust on the regulation of the exiting system in the previous Congress, and also deal with the situation of some party members who had quit in history. In recognition of the achievements of the work of joining and quitting the party, we cannot ignore the existence of some important issues at the same time.China is now in a critical period of building a moderately prosperous societyand a crucial period of deepening the reform and opening up and accelerating thetransformation of economic development mode, the party is now facing a long,complex, severe test. Profound changes in the new world situation, the countrysituation, and the party situation have raised new and higher requirements on theconstruction of Chinese Communist Party members, for which the18th Chinesecommunist party congress first proposed the "perfection of the ‘entry to and exitfrom the party’ long-term mechanism", The proposal of this mechanism is not only an important institutional arrangements for the proletarian party continue to grow,which can always maintain the effectiveness of vitality and combat, but also animportant measure to enhance the capacity of building the party.Currently, the theoretical research and social practice about party’s "entry" and"exit" has already achieved a certain basis on which basis this study attempts tocome up an “entry to and exit from the party” long-term mechanism that suitablewith Chinese characteristics, and make certain comments and suggestions to theperfection of this mechanism. For example, in terms of joining the party, establishthe mechanism of democracy supervision, accountability, supervision from eachlevel, and verify from various aspects, and in terms of exiting from the party, dividedthe party members into five types: unqualified members, inactive members,voluntary withdrawal members, automatically withdrawal members, and honoredmembers, and implement different exit mechanism.
