Therefore, how to deal withthe challenges of ageing population has become an important and urgentlivelihood issues, related to some important aspects, such as constructionof a harmonious society, economic development and social progress.Shanghai has become the first city stepping into the ageing societynational wide, appearing some characteristics regarding a high degree ofageing, fast-developed ageing condition and prominent high-level of oldage, pure old age family and elderly people living alone and so on.Along with the deepening progress of ageing population and theweakening function of family care for the elderly, community home care services has become a new method to meet Chinese elderly’ characteristicsand demand. However, traditional supply of community home careservice appears to have a shortage of its supply power caused by thelimitation of each supplier and even worsen by their incorporation. To bemore specific, it is caused by the lack of equilibrium in amount and instructure; its poor quality and insufficient contents to meet people’sdiversified needs; as well as the low efficiency due to the fragmentationamong the providers.Regarding the above mentioned issues, Shanghai as well as othercities in China is taking active attempt to explore new mode of communityhome care service based on information technology. According to Ever’squadrant theory of welfare pluralism, this article mainly studies this newmode in the following aspects: how to link elderly’ demands to communityresources by using information technology; how to integrate diversifiedservice suppliers from governments, NGOs, Enterprises, and community;how to improve efficiency of the community home care service providers bytaking advantage of information measures. By achieving these goals,finally form a multi-supplied mechanism of community home care serviceto improve the quality and efficiency of home care and to make a bettercommunity care system.Through the demonstration research on Hongkou District, whoprovides community home care service based on information technology, this article further clarifies what kind of role does information technologyplay on community home care service under pluralistic-supplied principal;Besides, via analysis on effectiveness and shortage of this demonstration,present countermeasures and advices on sustainable development of thismode as following: upgrade the platform of community home careservice to promote information share cooperation; introduce newtechnology to the application of community home care service; promoteco-development of old age service as well as old age industry, and last butnot least is the cultivation of elderly technology consciousness.
