Research On The Optimization And Integration Of Home Care Service Resources In Urban Communities

Along with the continuous expansion of the scale of the aged population in the future,a series of aging social problems directly caused by the acceleration of aging in our country are also paid close attention to by the common people.In 2005,Shanghai took the lead in defining the idea of "9073" elderly care service in the whole region,and formed a new pattern of urban elderly care service with urban homes as the main,community elderly care as the supplement and elderly care institutions as the basic support,laying the foundation for the establishment of a new elderly care service system.Shanghai,as the earliest aging city in China,especially in the central urban area,has the characteristics of a high degree of population aging and a high proportion of pure elderly families living alone.Therefore,based on the current situation,it has become a major and practical problem to explore the urban community home care service for the elderly in the new era of China’s social pension model,which has certain practical significance.Taking C Street in Shanghai as an example,this paper takes Aging ecology theory,Maslow’s hierarchy of needs theory,Welfare pluralism theory and Community governance theory as theoretical basis,comprehensively uses literature method and interview method and other research methods to analyze the current situation of home care service and service resource integration in C street,finds the existing problems and the reasons behind them,and puts forward suggestions for optimization.The study found that although the current C street community home care service resources are relatively rich and developed to a certain extent,there are still some problems in the integration of resources in the process of service supply,such as the service level is different,the service subject lacks the integration intention,the service object coverage is not balanced,the service resource allocation is not reasonable,the service supervision is not in place and so on.The main causes of these problems are the absence of the government in resource coordination,the fragmentation of relevant policy formulation,the independent conduct of service subjects,and the fragmentation of project implementation.Therefore,in order to effectively promote the optimization and integration of urban community home care service resources so as to play an efficient role,the government should play a leading role in resource integration,formulate policies and plans to guide resource integration,promote the integration and implementation of elderly care service projects,and strengthen industry supervision and monitoring.
