Incentive is the eternal topic of human resource management. It is the mostimportant content for modern management, and plays an important role in modernorganization management. Incentive is the work motivation for the people, itpromotes people to work for the aim which the organization wishes. This paper usesthe related-theory of incentive as supporting, reveals the disadvantages of A branch ofTianJin public security bureau by interview and questionnaire, such as limitation andone-sidedness of incentive mechanism understanding, the negative effect of currentevaluation mechanism, etc.. And it brings up an idea of building up a sound educationand trained system to improve the police incentive mechanism of Tian Jin; it activelyguides innovation, enriches promotion mechanism; reforms the police examinationmanagement mechanism; builds the protection mechanism of police’s right andinterests.According to the external incentives, especially the finite material motivationresources, the paper brings up that it should increase the internal stimulation based onthe external incentives measures. It arouses the police’s working initiative by meetingtheir working needs. The improved external incentives measures including manyaspects, such as: perfect participation mechanism, enhance the position switch,strength ideological education, building up excellent organizational culture.
