The Dilemma And Countermeasures For Establishing The Property Declaration System Of Public Functionaries

Corruption is accompanied by the birth of the country. From ancient times to thepresent, the problem of official corruption is always a piece of heart disease forgovernments around the world, but also an unresectable tumor. Since the reform andopening-up, chinese economy has been greatly developed. Along with the developmentof economy, a variety of corruption have emerged. Every year, there are a lot ofofficials sacked because of corruption problems, which not only bring great harm toour country’s economic, political and social development, but also damages the imageof the party and the government in the hearts of the people, reducing the authority andcredibility of the party and the government. In order to change this situation, the partyand the government not only increase the punishment on corruption in the policy, butalso adopt a series of measures in practice.Official property declaration system is known as the “Sunshine Act” and“terminal anti-corruption tool”. It has been used as an important measure to prevent thecorruptionin many countries around the world. Since1988, China has studied theproperty declaration system for over twenty years. The central government has issued aseries of regulations on reporting income leading cadres of the property. Many placeshave even put the property declaration of the public into practice. However, due to theunclear legal status, imperfect supporting measures our country civil service publicproperty declaration system can’t extent the scope, with little success in practice.In view of the actual situation of China’s current implementation of officialproperty declaration system, this paper mainly elaborates the civil servant’s propertydeclaring publicity system in our country from three aspects: Property declarationpublicity system overview; the development course of the implementation of publicproperty declaration, plight and reason analysis; the countermeasures of perfecting our country’s public property declaration system. Concretely, the first part includes theconnotation of property declaration publicity system and a detailed analysis ofnecessity and feasibility to implement the property declaration. In the second part, thispaper innovatively divides the development course into exploration stage, developmentstage and deepening stage. Moreover, this paper has analyzed the difficulties ofimplementing the system and reasons from the technical aspect, the legal system,ideology. In the core part of this paper, it proposes how to perfect this system from fouraspects. In this part, this paper creatively puts forward perfectting real estateregistration system, deepening reform of the salary system for civil servants andimproving the treatment of grass-roots civil servants. At the same time, this paper putsforward concrete ideas and suggestions for how to reform the salary system for civilservants.
