In this thesis, I impress on the project management theory, especially on the fourelements of project management theory: scope, time, cost, quality, combined with riskmanagement, human resources management, communication management, to carried out adetailed analysis and planning for the2010Guangzhou Nansha District Government ChiefNetwork project.This thesis focuses on the four elements of the project: scope, time, cost and quality.In the scope management, I applied two tools: the project charter and the WBS, the use ofcharter describes the project what to do, the main methods and procedures, the start andend time, the respective responsibilities of the team members. The WBS break down theproject into the smallest unit of the activities, and in accordance with the actual situationof the estimated duration of the activities and resources required. In time management Iimpress on the project network diagram and critical path. Firstly, I take advantage of theresults of the work breakdown structure, number the activities, and then use the projectnetwork diagram analysis the dependence of the activities, and then took the active whichthere will be no dependencies to be carried out in parallel, thereby reducing the projecttime. And then the shortest completion time of the project is calculated by using thecritical path. In the cost management, I make the resource planning of resource unitsrequired for the activities, according to the national standard, the price of resources drawnto calculate the cost of the activities, and then complete the cost estimates of the project.Combined with the cost estimation, I completed the project cost budget. In the qualitymanagement, I established quality control rules for the project. In addition I make afishbone diagram of the risk analysis, which ensure the smooth running of the project.Through the analysis of detailed planning, I finally make a feasible project plan, theproject eventually completed successfully, the planning process of the project has largerimplications for the other communication project.
