As one of the most fundamental social relations, labor-capitalrelationship plays a vital role in constituting social relations of production.Under the impact of profound economic system reform, huge social structurevariation, international finance crisis, and industrial structure adjustment etc.,labor-capital relationship relatively comes amid tensions, and labor-capitalconflicts always ‘occur at a high frequency’, which do relatively greatdamage to economic and social development. The existing governancepatterns and methods have been losing its capability of handling growinglycomplicated labor-capital conflicts. Therefore, it has become a common issuefor Chinese researchers and practitioners on public management to exploreand research a more suitable governance mechanism for labor-capitalconflicts.Based on governance theories, this thesis provides an option of route toease and govern labor-capital conflicts effectively, namely governancemechanism for labor-capital conflicts under multi-subjects’ cooperation, withparticular emphasis on application, study and analysis on multi-subjects’ andinter-subjects’ cooperation. This mechanism multi-subjects’ underlines to form relationships of mutual coordination, collaborations, andcomplementation by way of the multi-subjects’ cooperative governance onlabor-capital conflicts, aiming at effectively resolute and decreaselabor-capital conflicts, and ultimately promote and realize the harmonizationof labor-capital relationship. Setting an example of the city of S andanalyzing its actuality of current problems of labor-capital conflictsgovernance, the dilemma of the governance and the negative impacts oneconomic and social development, this thesis explains the reasons for thedifficult situation of current conflict governance in four aspects, that aregovernment, market, society and restriction factors of multi-subjects’cooperation. For the aforementioned current situation, predicament andreasons, the thesis comes up with specific construction ideas andcountermeasures and suggestions for four establishments: multi-subjects’interest coordination mechanism based on governance goals, multi-subjectscooperative coverage mechanism for labor-capital conflicts governance undergovernment’s dominance, cooperation and negotiation mechanism formulti-subjects with market working as main force, and labor-capital conflictsgovernance interactive service mechanism with supplementation of socialforces.
