China has entered into the aging society since2000. As the aging process is deepening,which is showing empty nest, aging, disability-oriented features. Aging China has manyproblems that need to be solved instantly. And first of all is the pension problem. In thetraditional societies, the family as a "safety net" for the elderly, when the elderly is too oldto take care of themselves. At that time the other member of the family will undertake theprimary responsibility of supporting the elderly. However, with the modernization of thecity, the size of family is gradually to smaller and smaller. Thus, it seems impossible tosupport the elderly solely depending on the member of the family, especially, the urbanempty nesters. It is usually reported that Death of the elderly of urban empty nest, whichdid not find at home."Not prepared before old" and "old before getting rich" situation,which the aging China is facing, is a great challenge that other countries hardly have met."China Aging Development" The twelfth five year plan has stated the AgingDevelopment Goals of the future, clearly: It is based to establish a home-based care,community-based, service agencies to support the pension system, home care andcommunity care service network is basically sound. However, due to lack of appropriatelaws, regulations and policy support, it is hardly to acquire remarkable achievements. Thefocus of this paper is mainly to think of the issues of the urban empty nesters. It analysesthe demand of urban empty nesters in Beijing area, By using the variety of measures ofstudy, including literature, law and comparative law research. It is summarized the majoritymodel of the elderly support, which can help the elderly have a happiness life. Based on theabove, it is found the underlying problem, which has made the elderly hardly feelinghappiness. Although the researchers have thought out as many as ways to solve thisproblem, the elderly could feel little. This paper chose three typical countries, those fromEurope, Asia and South America——Sweden, Japan and the United States——analyzingits pension model, successful experience of foreign pension classic mode. Through theintroduction of advanced foreign pension concept, combined with China’s own nationalconditions, proposed new community home-based care model. The model focuses mobilizethe state, enterprises, individuals and social organizations, and a variety of new pensionservices stationed in the community, make full use of community care facilities to providemultiple levels of service to the city empty nesters.
