Study On The Development Predicament Of Rural Social Organizations And Development Mode Of Them

Since the " three rural” issue was written in government work report by theCentral committee of CPC，"three rural" issue has become the main focus ofattention.How to achieve the industrialization of agriculture, increase farmers’income and narrow the income gap between urban and rural areas, improve theoverall cultural quality of farmers, protect farmers’ rights is major challenges ofbuilding a harmonious society and a new socialist countryside. Government as thepublic manager must assume responsibility for solving social difficulties and hotissues, but government devolves higher management to rural society and lack abilityof social protection and integration of social resources which leads to the failure ofgovernment’s managing ability in rural areas. Meanwhile, the insufficiencydevelopment of market economy and its characteristics of seeking to maximize theinterests make the market not solve the problem of social public demand. As the thirdparty, rural social organization which is beyond the government and the market arerequired to meet the needs of rural development. Rooted in the rural areas gives ruralsocial organizations an advantage over the other people and organization to providepublic goods, protect farmers’ rights. Therefore, it is necessary to research rural socialorganizations.This paper takes rural social organizations as the object of study, the author triesto summarize definition, causes and functions of these rural social organizations andanalyses status of them, point out the main problems. At present the main problemsfor the development of rural social organizations are as following: Some rural socialorganizations cannot get the legal status granted by the government and theinstitutional-building within the organizations is lag-behind. Some rural socialorganizations cannot get necessary both talents and funds, which limits thedevelopment of rural social organizations. Independency of some organizations arestill at a low level.Despite facing many problems, rural social organizations have a significantimpact on rural society. They should seek active cooperation with the government inthe future. Firstly, the government should set up a good institutional environment inlaw making and policy, support these organizations in many ways such as funds,change traditional ideas and give rural social organizations more freedom. Secondly,rural social organizations should raise members’ awareness and enhanceinternal construction.
