Being organized, guided and supported by the government, The New Rural Cooperative Medical Care System(hereafter referred to as a NRCMCS) is a mutual help and aid system for rural residents, which was individual, group and government founded with rural residents to join in voluntarily, and main part of this system is comprehensive arrangement for serious disease(CASD) whose nature is insurance between social help and social security. As a major medical insurance form in the rural area, it exerts great influence on the health insurance and economic development in today’s rural areas. NRCMCS is guided and implemented by government, therefore, whether government properly carry out the responsibilities will definitely influence the healthy development of rural medical career and the establishment of harmonious society. More than 10 years implementation of NRCMCS not only improves the quality of the farmers health, reduces the burden on the farmers health, but also alleviate the problem of “being into poverty by illness”. Meanwhile many problems come into existence in the implementation, such as government of the enthusiasm of the participating farmers to mobilize enough; government to farmer’s medical security concerns recently and the government in the supervision and control of funds responsibility lacketc. which influence the sustainable development of NRCMCS. The reasons are: the system itself is not mature, inequality of urban and rural resources, supervision mechanism is imperfect and so on. Therefore, strengthen the publication of this system, integrate the urban and rural basic medical care system and improve the system of supervision are main methods to ensure a sustainable development of NRCMCS.
