At present, our country is in the key stage of economic transition and social transition, all kinds of social contradictions appear high and frequent trend, and lead to mass incidents continue to emergent has brought a significant negative impact to social harmony and stability. In different period, there are different title for mass incidents in our country, in the50’s-70’s in the last century, mob is synonymous with group events,it is relate to the special times. The last century80’s, group events are known as security incidents, emphasizing the influence of group events for social security. After entering90’s, emergencies has become a title of mass incidents, the name only emphasize the burst characteristics of group events, but ignored the fundamental causes of mass incidents.China is a large agricultural country, the rural population accounted for most of the social population, growing in the context of social change,the various social contradictions intensified which are accumulated in rural society for a long time,leading to rural group incidents occur frequently,and it has brought the huge challenge for the social governance ability of grassroots government,becoming a difficult problem needs of crack in the construction of new socialist countryside. To observe the cause of rural group events are mostly caused by the economic disputes, with the consciousness awakening of the rural residents to safeguard their own rights and interests constantly,as the vulnerable groups, in the rights protection mechanism is not perfect, in the face of the interests loss, group events the extreme form becoming the rural residents’inevitable choice to defend their rights and interests,result in mass incidents in rural areas caused by economic disputes rise one after another. Although these years with the continuous outbreak of mass incidents in rural areas,the grassroots government coping strategies of the rural group events mature continuously, accumulated a lot of experience, but in fact, in the face of rural mass incidents, the government still has a huge problem in the response,it is a normalcy that struggling to cope with and the passive reaction, etc., pressing blindly instead of persuasion, not forming long-term mechanism to deal with the group events, could not weaken the cause of mass events fundamentally, how to be aim at the rural group incidents mainly economic disputes this reality,that building a long-term mechanism for dealing with group events effectively, is constantly test base management wisdom.
