City traffic congestion is a problem around the world meet in the citydevelopment process, it has leading to efficiency reducing, more energy and sourceswasting, and traffic safety threatening. It not only affects the social and economicdevelopment of the city, but also affect the daily life of residents. At present, in theacceleration period of our country city construction, city traffic congestion problem ismore and more outstanding, so the government must play a leading role to coordinateall parties and take certain means to govern the city’s traffic congestion problems.Xi’an is the important city of the Inland Northwest, At present is at an importantstage of building international metropolis, due to historical reasons, there are also thedevelopment of Xi’an city and city traffic construction imbalance problem, so theproblem of traffic congestion in the city in recent years have become increasinglyprominent, it becoming one of the focus of attention of governments at all levels, andan international metropolis Xi’an "stumbling block". In such a context, this paperstudies the governance of traffic congestion in Xi’an city. The paper firstly explainsthe related theory of knowledge tools and the traffic jams, defines the concept oftraffic congestion, and points out the characteristics and harm of traffic congestion,secondly, through the analysis of the governance of Xi’an traffic congestion in thegovernment and the problems of traffic congestion, points out the deficiency ofgovernment governance; then, learn from the successful experience of foreigngovernment to solve the problem of traffic congestion, According to the actualsituation of Xi’an City, puts forward some countermeasures to improve traffic jamsgovernance of city.
