Urban transportation system is an important driving force for sustainable urban development.With the rapid development of urbanization,China’s urban scale continues to expand,and most urban traffic faces congestion problems.In recent years,in order to solve the traffic congestion problem faced by urbanization development,many domestic cities have successively issued corresponding guiding policy documents,and the effects of regulation and control have gradually become prominent.Based on this background,this paper is based on the public management theory,selects the urban area of Qingyuan City as the research object,studies the local traffic congestion problem,conducts in-depth research on the development status,existing problems and causes of urban traffic,and proposes corresponding policy recommendations.Qingyuan City is located in Guangdong.Compared with other parts of the country,the traffic congestion in the area where Guangdong Province is located is extremely serious.Qingyuan is adjacent to Guangzhou.Based on the current concept of “integration of Guangqing”,its economic development momentum is better,and urban traffic is becoming more and more congested.According to the specific analysis,the traffic congestion in the urban area of Qingyuan City is mainly characterized by the following characteristics: tidal traffic,unreasonable traffic planning,node-type congestion,and chaotic traffic.Based on the analysis of public management theory,this paper believes that the problems of traffic congestion in Qingyuan City are mainly as follows: single governance subject,lagging traffic infrastructure construction,low public transportation utilization rate,backward traffic management,and government and public recognition of traffic congestion.Knowledge is not in place.In-depth analysis of the problem of traffic congestion management,this paper believes that the causes of the problem are: the traditional governance concept is deep-rooted,the government’s capital investment is insufficient,the city lacks a perfect public transportation system,urban planning is lack of science,and information technology utilization rate is not high.In view of the problems faced by traffic congestion in Qingyuan City,this paper proposes corresponding policy recommendations based on the related theories of public management theory and collaborative governance theory: one is to improve from the main body of governance,to guide the participation of public departments,non-governmental organizations and the public,and to form pluralism.The second is to improve the transportation infrastructure,strengthen the construction of public facilities such as trafficlights,urban greenway construction,pedestrian bridges,etc.Third,encourage priority to develop public transportation,including improving the public transportation network and introducing shared bicycles.The construction of urban rail subways,etc.;Fourth,the development of scientific urban planning,including urban spatial layout planning,urban transportation network design;Fifth,improve traffic management mechanisms,including the establishment of unified leadership,multi-sector collaborative governance,strict enforcement of governance mechanisms;The sixth is to develop intelligent transportation systems,including the development of intelligent public transportation,the introduction of electronic police,the enhancement of traffic signal control levels,and the establishment of traffic big data processing systems.According to the theory and case analysis,the paper concludes that under the premise of strengthening infrastructure construction,the new type of urban traffic management should integrate intelligent management with new technology and adopt a multi-party management model.
