A Study On The Relationship Between Vietnam And Japan After The Innovation And Opening Up In Vietnam

Since Vietnam adopted the innovation and opening up policy in1986, it has established the national development strategy of taking economic construction as the central task. In order to better service the economic construction, Vietnam government has continuously been adjusting the foreign strategy with the purpose of adapting itself to the constantly changing domestic and international environments. So to speak, the diplomatic accomplishments of Vietnam have to a great extent expressed as the improvement and development of the relationship between major countries. As the most influential country in the East Asia or even Asia, Japanese economic aggregate has ranked second of the world for a long time. Japan is also one of the most important countries which Vietnam should take into consideration while developing foreign relations. Japan has occupied a very special position in the diplomacy of Vietnam and relationship between these two countries has been keeping developed in recent years. From the diplomatic practice of Vietnam in recent years,Vietnam has been always attaching importance to its relationship with major countries. In recent years, these two countries have had rapid development of relationship:on politics, with frequent high-level exchange visits, both parties have established strategic partnership; on economy and trade, with the continuously increasing volume of trade, Japan has assisted in Vietnam ODA to help the innovation and opening up cause of Vietnam, and both parties have distinctive cooperations about the energy and rare earth; they have also strengthened cooperations in the fields of safety and defense. With the Obama government coming into power, the American strategic center of gravity has moved to the East and relationship between Vietnam and Japan has been added to new factors. Since the established diplomatic relation, relationship between Vietnam and Japan has continuously developed during the running-in. In recent years, two countries’navies characteristic of "Warship Diplomacy" have frequently communicated and bilateral cooperation relationship has constantly developed. Vietnam and Japan have the same strategical benefits on coordinating with America on the strategy adjustment of Pacific Asia and together restricting China. Besides, both parties have the similar standpoints on the disputes over China-related islands and reefs of the East China Sea and the South China Sea, which is another motivation of the development of the relationship between Vietnam and Japan. The rapid development of the strategical relationship between Vietnam and Japan will inevitably have certain affects on the relationship between China and Vietnam. On the problems of the East China Sea and the South China Sea, Vietnam and Japan have coordinated with each other which will cost China a lot of diplomatic resources and bring adverse effects on the external environment of Chinese peaceful development.
