Study On The Legal Regulation Of Transboundary Movements Of Hazardous Wastes

With the development of industry and the perfection of environmental regulationin western countries, people have stronger and stronger awareness of environmentalprotection. It has caused waste shifting, which means that some developed countriesshifted their hazardous waste into developing countries by all kinds of ways. That willbring violently effect on people’s health and their living environment of developingcountries. More and more transboundary movement of hazardous waste has become agrave threat to human survival and development, so as to social development,progress and prosperity.In order to control the situation of waste’ transboundary movement, theinternational community concentrates on developing and perfecting international lawsof hazardous waste’ transboundary movement, and signs a serious of conventions,protocols and other documents of international laws. This paper is mainly research onthis new environmental crime, by analyzing of the related main international lawdocument, to discover the deficiency of the international legal system of controllingof transboundary movements of hazardous wastes, and puts forward the relevantsuggestions of improvement. And in the last part of this paper it mainly puts forwardof improving suggestions about hazardous waste law in our country.In the process of writing this article, in addition to finding a large number ofrelevant literatures, the author also used the empirical analysis methods, by analyzingand studying the classic case, it illustrates the necessity of perfecting relevant lawsand regulations and system.
