| Since the early 70's of 20 centuries,there has been growing concern about transboundary movements of wastes in international trade.Some developed countries transferred legally or illegally their wastes into other countries, especially to developing countries. Transboundary movements of wastes turned worse increasingly at the end 80's of 20 centuries. Among them, transboundary movements of hazardous wastes brought the extremely disadvantageous consequences to ecosystem and people's health in developing countries, and become one of the most serious environment problems in the world. As a way to transfer pollutions, transboundary movements of hazardous wastes tort seriously people's environmental right, disobey the basic principles of the international environment law and keep the target of the sustainable development on the back.The international society established law frame about how to control transboundary movements of hazardous wastes under the Basel Convention, a global convention, the local convention and the local lawmaking, which provided legal supports to control trans-boundary movements of hazardous wastes in the world. Because of the differences of benefits requests between the developed country and the developing country, the law frame has some problems and shortages, so it needs to enhance the international cooperation further, adjusts the local methods, and solutes the problem of transboundary movements of hazardous wastes.This article includes preface, five parts and conclusions, more than 47,000 words.The preface introduces primarily backgrounds of transboundary movements of hazardous wastes, and the basic brief, points out that all the world must do more for it .The first part generally analyses the trans-boundary movements of hazardous wastes.
